Surveys and plats are a Surveyors interpretation of evidence that is available.  A responsible Surveyor takes the time and effort, both of which are true attributes of a thorough survey, to seek the best evidence avaliable.

Measurements vary depending upon the tools used and the manner performed.   Two surveying teams measuring the same line may obtain slightly different values. Both of the values should be similar, but they will only approach the true theoretical value through repetition and statistical analysis.

Surveyors decisions are based upon written and physical evidence. Discrepancies can and frequently do occur because the best evidence has not been obtained and analyzed or because the opinions of two surveyors may give different results.
